The frame is steel with mesh or plate sides and a folding gate. Sides are what stop a stack of cartons spreading on a rough floor, and they let taller loads be carried without strapping.
Castor choice decides how the trolley behaves loaded: soft, quiet wheels for indoor floors and hard, wear-resistant wheels for yards and concrete.
The trolley folds for storage, which is the difference between a trolley that lives in the aisle and one that is kept.

Using a Fence Trolley
Loading
Load heavy items at the bottom and against the sides, and spread the weight across the base rather than stacking one tower in the middle. A trolley that is top-heavy tips on a slope or a threshold, and it tips faster than it can be caught.
Keep the load inside the sides. Goods overhanging the frame catch on door frames and racking, which is how a trolley load ends up on the floor.
Floors and thresholds
Match the wheels to the floor: soft rubber for indoor floors where noise and marking matter, hard wheels for yards and concrete where they last longer.
Cross thresholds square on rather than at an angle. A small wheel hitting a lip at an angle stops dead, and the load keeps moving.
Care
Castors and fixings
Check the castor bolts and the swivel bearings. A loose castor bolt is common on a trolley used over rough ground and it is a two-minute fix.
Remove wire, tape and banding from the wheels. A wrapping caught round an axle will drag and can lock a wheel.
Frame and storage
Touch up paint on the frame where it has been scraped; rust starts at the base where water sits.
Store folded and dry, and do not stack goods on a folded trolley.
